Emerging technologies, cybersecurity and unmanned aircraft operations are becoming increasingly important themes within international aviation law, according to discussions held during the First Legal Seminar on Emerging Legal Frameworks in Civil Aviation organized by the Eastern Caribbean Civil Aviation Authority on 13–14 November 2025 in Antigua and Barbuda.
Among the presentations delivered during the seminar was “ICAO Legal Developments,” presented by Ding Chunyu, Legal Officer at the International Civil Aviation Organization. The presentation outlined several areas where international aviation regulation is evolving in response to technological and operational changes affecting the sector.
International aviation law enters a new technological phase
According to the presentation, the ICAO Legal Committee continues to expand its work programme to address emerging legal issues linked to technological developments in aviation. Topics referenced during the seminar included unmanned aircraft systems, cyber threats, satellite-based technologies and data protection frameworks.
The presentation highlighted how aviation governance increasingly extends beyond traditional operational regulation into areas involving digital systems, information management and evolving forms of aircraft operations.
This broader legal agenda reflects the growing complexity of international aviation systems as new technologies become integrated into civil aviation environments.
Drone operations and airspace integration become regulatory priorities
One of the major themes discussed during the seminar concerned the legal framework surrounding unmanned aircraft systems and drone operations.
The presentation referenced ongoing ICAO work related to the legal terminology, governance structures and operational integration of unmanned aircraft within international airspace systems.
The integration of drones into civil aviation environments raises several regulatory questions linked to operational oversight, safety responsibilities and liability frameworks. As unmanned aircraft operations continue to expand globally, regulatory authorities are increasingly required to adapt legal and operational systems originally developed for conventional aircraft operations.

Cybersecurity and data governance emerge in aviation regulation
Cybersecurity and data governance were also identified as growing areas of concern within international aviation regulation.
According to the presentation, cyber threats affecting aviation systems now form part of the legal discussions being addressed within ICAO’s regulatory and legal frameworks.
The increasing digitalization of aviation operations, including communication systems, operational databases and navigation technologies, has expanded the range of legal and regulatory considerations facing aviation authorities and industry stakeholders.
The presentation also referenced legal issues linked to data protection frameworks and the management of information within international aviation systems.
ICAO legal harmonization efforts continue
The seminar further highlighted ongoing efforts to strengthen international legal harmonization within aviation governance systems.
The presentation referenced Resolution A42-1, adopted during ICAO’s 42nd Assembly, which encourages continued work by the organization’s Legal Committee in developing and modernizing international aviation law.
The presentation also referenced provisions contained in the Chicago Convention, including Article 12, which addresses the harmonization of rules of the air between states, and Article 84, which establishes procedures for resolving disputes related to the interpretation or application of the Convention.
These mechanisms remain part of the broader institutional framework supporting international aviation governance.

The issues discussed during the ECCAA seminar illustrate how aviation regulation is increasingly shaped by technological evolution and the integration of new operational systems.
