Ports, gouvernements et organisations r\u00e9gionales discutent d\u00e9sormais activement d\u2019int\u00e9gration des \u00e9nergies renouvelables, d\u2019\u00e9lectrification des \u00e9quipements, de suivi des \u00e9missions et d\u2019infrastructures maritimes bas carbone. Malgr\u00e9 cette dynamique croissante, un d\u00e9fi structurel continue de ralentir la mise en \u0153uvre dans de nombreux Small Island Developing States (SIDS) : le financement.  <\/p>\n\n<p>Cette probl\u00e9matique est revenue de mani\u00e8re r\u00e9currente lors du workshop \u00ab Progressing Maritime Decarbonisation in St. Kitts and Nevis \u00bb, organis\u00e9 en f\u00e9vrier 2026 dans le cadre du programme IMO\u2013EU Global MTCC Network (GMN) Phase II. Si les participants ont soulign\u00e9 la mont\u00e9e en puissance de la sensibilisation r\u00e9gionale autour de la transition \u00e9nerg\u00e9tique maritime, les discussions ont \u00e9galement mis en \u00e9vidence un \u00e9cart croissant entre ambition climatique et capacit\u00e9 concr\u00e8te d\u2019ex\u00e9cution des projets. <\/p>\n\n<p>Pour les ports carib\u00e9ens, le d\u00e9fi ne consiste plus simplement \u00e0 identifier des trajectoires de d\u00e9carbonation. Il r\u00e9side d\u00e9sormais de plus en plus dans la capacit\u00e9 \u00e0 transformer des concepts d\u2019infrastructures maritimes de petite \u00e9chelle en projets financi\u00e8rement viables et suffisamment structur\u00e9s pour attirer les investisseurs. <\/p>\n\n<h2 class=\"wp-block-heading\">Les projets maritimes carib\u00e9ens font face \u00e0 des contraintes structurelles de financement<\/h2>\n\n<p>Compar\u00e9s aux grands hubs portuaires mondiaux, les SIDS carib\u00e9ens \u00e9voluent dans des \u00e9cosyst\u00e8mes \u00e9conomiques et infrastructurels beaucoup plus r\u00e9duits. Les projets portuaires impliquent souvent des volumes de trafic limit\u00e9s, une demande \u00e9nerg\u00e9tique plus faible et des capacit\u00e9s budg\u00e9taires contraintes, ce qui r\u00e9duit leur attractivit\u00e9 pour les investisseurs traditionnels de l\u2019infrastructure. <\/p>\n\n<p>Cette r\u00e9alit\u00e9 affecte directement les initiatives de d\u00e9carbonation maritime.<\/p>\n\n<p>Les participants au workshop ont identifi\u00e9 plusieurs freins r\u00e9currents qui ralentissent les investissements maritimes bas carbone dans la r\u00e9gion, notamment :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>des co\u00fbts d\u2019investissement initiaux \u00e9lev\u00e9s ;<\/li>\n\n\n\n<li>des capacit\u00e9s limit\u00e9es de pr\u00e9paration technique des projets ;<\/li>\n\n\n\n<li>des finances publiques contraintes ;<\/li>\n\n\n\n<li>des m\u00e9canismes de financement climatique complexes ;<\/li>\n\n\n\n<li>et une bancabilit\u00e9 insuffisante des projets.<\/li>\n<\/ul>\n\n<p>De nombreux ports carib\u00e9ens sont \u00e9galement confront\u00e9s \u00e0 un probl\u00e8me d\u2019\u00e9chelle. Si les syst\u00e8mes d\u2019\u00e9nergie renouvelable, les programmes d\u2019\u00e9lectrification et les modernisations intelligentes d\u2019infrastructures sont pertinents d\u2019un point de vue op\u00e9rationnel, les projets restent souvent trop petits pour attirer les financements internationaux classiques dans des conditions comp\u00e9titives. <\/p>\n\n<p>R\u00e9sultat : beaucoup d\u2019initiatives demeurent bloqu\u00e9es entre le stade pilote et le d\u00e9ploiement commercial \u00e0 grande \u00e9chelle.<\/p>\n\n<h2 class=\"wp-block-heading\">Les projets \u00ab bankable \u00bb deviennent le principal d\u00e9fi de la r\u00e9gion<\/h2>\n\n<p>L\u2019un des th\u00e8mes centraux du workshop a \u00e9t\u00e9 la n\u00e9cessit\u00e9 de d\u00e9velopper des projets de d\u00e9carbonation maritime \u00ab bankable \u00bb, capables de r\u00e9pondre aux attentes des investisseurs et des m\u00e9canismes de climate finance.<\/p>\n\n<p>Cette notion d\u00e9passe largement la seule ambition environnementale.<br\/><\/p>\n\n<p>Pour les ports carib\u00e9ens, la bancabilit\u00e9 des projets d\u00e9pend d\u00e9sormais de plusieurs facteurs interconnect\u00e9s :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>la faisabilit\u00e9 technique ;<\/li>\n\n\n\n<li>la viabilit\u00e9 op\u00e9rationnelle \u00e0 long terme ;<\/li>\n\n\n\n<li>des projections fiables de demande \u00e9nerg\u00e9tique ;<\/li>\n\n\n\n<li>la coordination institutionnelle ;<\/li>\n\n\n\n<li>la maturit\u00e9 r\u00e9glementaire ;<\/li>\n\n\n\n<li>et des cadres de d\u00e9ploiement \u00e9volutifs.<\/li>\n<\/ul>\n\n<p>Dans de nombreux cas, les ports et les institutions publiques ne disposent pas encore des ressources sp\u00e9cialis\u00e9es en ing\u00e9nierie, mod\u00e9lisation financi\u00e8re et structuration de projets n\u00e9cessaires pour monter des propositions complexes d\u2019infrastructures climatiques.<\/p>\n\n<p>Cette insuffisance de pr\u00e9paration devient particuli\u00e8rement critique car de nombreux m\u00e9canismes internationaux de climate finance exigent une documentation lourde, des \u00e9tudes de faisabilit\u00e9, des analyses d\u2019\u00e9missions et des cadres d\u2019ex\u00e9cution d\u00e9taill\u00e9s avant tout d\u00e9blocage de capitaux.<\/p>\n\n<p>Pour les petites administrations insulaires aux capacit\u00e9s techniques limit\u00e9es, ce processus devient rapidement un important goulot d\u2019\u00e9tranglement.<\/p>\n\n<h2 class=\"wp-block-heading\">Le financement climatique existe, mais son acc\u00e8s reste difficile<\/h2>\n\n<p>Les discussions du workshop ont mis en avant plusieurs pistes de financement actuellement explor\u00e9es pour les projets de d\u00e9carbonation maritime dans la Cara\u00efbe.<\/p>\n\n<p>Parmi les institutions et m\u00e9canismes \u00e9voqu\u00e9s figuraient :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>le Green Climate Fund (GCF) ;<\/li>\n\n\n\n<li>a Caribbean Development Bank (CDB) ;<\/li>\n\n\n\n<li>l\u2019Inter-American Development Bank (IDB) ;<\/li>\n\n\n\n<li>les structures de blended finance ;<\/li>\n\n\n\n<li>les financements concessionnels ;<br\/><\/li>\n\n\n\n<li>les grants d\u2019innovation ;<\/li>\n\n\n\n<li>et les mod\u00e8les de partenariats public-priv\u00e9.<\/li>\n<\/ul>\n\n<p>Cependant, l\u2019acc\u00e8s \u00e0 ces m\u00e9canismes demeure in\u00e9gal dans l\u2019ensemble de la r\u00e9gion.<\/p>\n\n<p>De nombreux programmes de climate finance ont \u00e9t\u00e9 con\u00e7us \u00e0 l\u2019origine pour des environnements d\u2019infrastructure plus vastes, dot\u00e9s de capacit\u00e9s institutionnelles plus solides. \u00c0 l\u2019inverse, les SIDS carib\u00e9ens doivent souvent composer avec : <\/p>\n\n<ul class=\"wp-block-list\">\n<li>des ressources limit\u00e9es pour pr\u00e9parer les projets ;<\/li>\n\n\n\n<li>des cadres r\u00e9glementaires fragment\u00e9s ;<\/li>\n\n\n\n<li>des pipelines de procurement r\u00e9duits ;<\/li>\n\n\n\n<li>et une perception plus \u00e9lev\u00e9e du risque par les investisseurs.<\/li>\n<\/ul>\n\n<p>Les projets pilotes \u00e9mergent comme catalyseurs de financement<\/p>\n\n<p>Dans ce contexte, les projets d\u00e9monstrateurs sont de plus en plus per\u00e7us comme une voie pragmatique pour mobiliser des investissements futurs.<\/p>\n\n<h2 class=\"wp-block-heading\">Les projets pilotes \u00e9mergent comme catalyseurs de financement<\/h2>\n\n<p>Dans ce contexte, les projets d\u00e9monstrateurs sont de plus en plus per\u00e7us comme une voie pragmatique pour mobiliser des investissements futurs.<\/p>\n\n<p>Le projet pilote du Basseterre Deep Water Port, discut\u00e9 durant le workshop, illustre parfaitement cette logique.<\/p>\n\n<p>L\u2019initiative vise \u00e0 tester un microgrid aliment\u00e9 par des \u00e9nergies renouvelables, int\u00e9grant production \u00e9olienne, syst\u00e8mes de monitoring et technologies intelligentes de gestion \u00e9nerg\u00e9tique dans un environnement portuaire r\u00e9el.<\/p>\n\n<p>Bien que relativement modeste en taille, ce type de projet peut jouer un r\u00f4le cl\u00e9 pour aider les ports carib\u00e9ens \u00e0 :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>g\u00e9n\u00e9rer des donn\u00e9es op\u00e9rationnelles ;<\/li>\n\n\n\n<li>valider des mod\u00e8les d\u2019infrastructure ;<\/li>\n\n\n\n<li>renforcer leur maturit\u00e9 technique ;<\/li>\n\n\n\n<li>et d\u00e9montrer leur viabilit\u00e9 aupr\u00e8s de futurs investisseurs.<\/li>\n<\/ul>\n\n<p>Concr\u00e8tement, les programmes pilotes de petite \u00e9chelle permettent de r\u00e9duire les incertitudes li\u00e9es \u00e0 la production \u00e9nerg\u00e9tique, \u00e0 l\u2019int\u00e9gration op\u00e9rationnelle, \u00e0 la maintenance, \u00e0 la r\u00e9silience des infrastructures et aux performances financi\u00e8res de long terme.<br\/><\/p>\n\n<p>Pour les investisseurs et les development banks, ces donn\u00e9es pourraient devenir essentielles avant tout d\u00e9ploiement de financements \u00e0 plus grande \u00e9chelle dans la r\u00e9gion.<\/p>\n\n<h2 class=\"wp-block-heading\">Les ports carib\u00e9ens entrent dans une nouvelle phase de financement des infrastructures<\/h2>\n\n<p>Les discussions financi\u00e8res \u00e0 St. Kitts and Nevis refl\u00e8tent finalement une transformation plus large actuellement \u00e0 l\u2019\u0153uvre dans la planification des infrastructures maritimes carib\u00e9ennes.<\/p>\n\n<p>Historiquement, de nombreux ports de la r\u00e9gion se concentraient avant tout sur :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>les capacit\u00e9s de manutention cargo ;<\/li>\n\n\n\n<li>le d\u00e9veloppement de l\u2019activit\u00e9 croisi\u00e8re ;<\/li>\n\n\n\n<li>et l\u2019expansion op\u00e9rationnelle<\/li>\n<\/ul>\n\n<p>Aujourd\u2019hui, les ports \u00e9voluent progressivement vers un environnement d\u2019infrastructure beaucoup plus complexe int\u00e9grant :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>les syst\u00e8mes d&rsquo;\u00e9nergies renouvelables ;<\/li>\n\n\n\n<li>l\u2019int\u00e9gration de smart grids ;<\/li>\n\n\n\n<li>des strat\u00e9gies d\u2019\u00e9lectrification ;<\/li>\n\n\n\n<li>l&rsquo;ing\u00e9nierie de r\u00e9silience ;<\/li>\n\n\n\n<li>et l\u2019adaptation climatique.<\/li>\n<\/ul>\n\n<p>Cette \u00e9volution transforme non seulement le fonctionnement des ports, mais aussi la mani\u00e8re dont les projets maritimes doivent \u00eatre financ\u00e9s et structur\u00e9s.<\/p>\n\n<p>Pour les SIDS carib\u00e9ens, la comp\u00e9titivit\u00e9 maritime future d\u00e9pendra probablement de plus en plus de leur capacit\u00e9 \u00e0 combiner planification d\u2019infrastructure, r\u00e9silience climatique, cr\u00e9dibilit\u00e9 technique et pr\u00e9paration \u00e0 l\u2019investissement au sein d\u2019un m\u00eame cadre de projet.<\/p>\n\n<p>\u00c0 mesure que la d\u00e9carbonation maritime s\u2019acc\u00e9l\u00e8re \u00e0 l\u2019\u00e9chelle mondiale, les ports carib\u00e9ens ne manquent plus d\u2019ambition climatique.
