Il s\u2019est \u00e9largi \u00e0 des enjeux plus structurants : discipline du capital, stabilit\u00e9 de la gouvernance et r\u00e9partition des risques dans des \u00e9conomies insulaires de petite taille. <\/p>\n\n<p>Dans la Cara\u00efbe, les a\u00e9roports ne sont pas de simples actifs de transport. Ce sont des infrastructures \u00e9conomiques strat\u00e9giques. <\/p>\n\n<h2 class=\"wp-block-heading\"><strong>\u00ab Les a\u00e9roports sont l\u2019\u00e9pine dorsale de la prosp\u00e9rit\u00e9 nationale \u00bb<\/strong><\/h2>\n\n<p>Steve Nackan, repr\u00e9sentant d\u2019AECON, a pos\u00e9 clairement les termes du d\u00e9bat :<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading\">\u201cAirports, ports, water systems, energy networks, digital infrastructure are not abstract assets. They\u2019re the backbone of national prosperity.\u201d <\/h3>\n<\/blockquote>\n\n<p>Dans des \u00e9conomies d\u00e9pendantes du tourisme, o\u00f9 plus de 90 % des visiteurs arrivent par voie a\u00e9rienne, la qualit\u00e9 des infrastructures influence directement :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>la confiance des compagnies a\u00e9riennes<\/li>\n\n\n\n<li>le positionnement haut de gamme de la destination<\/li>\n\n\n\n<li>la performance h\u00f4teli\u00e8re<\/li>\n\n\n\n<li>les flux d\u2019investissement<\/li>\n<\/ul>\n\n<p>Mais construire des infrastructures \u00ab de niveau mondial \u00bb dans des march\u00e9s de petite taille cr\u00e9e une tension fondamentale.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Le risque de surdimensionnement<\/strong><\/h2>\n\n<p>Lors du panel minist\u00e9riel, Hon. Dr. Ernest Hilaire, ministre du Tourisme de Sainte-Lucie, a r\u00e9sum\u00e9 ce dilemme : <\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading\">\u201cDo not oversize. It\u2019s very easy for us to want to oversize in our effort to be more competitive than the next destination.\u201d <\/h3>\n<\/blockquote>\n\n<p>Dans le m\u00eame temps, il a reconnu la pression politique et r\u00e9putationnelle li\u00e9e \u00e0 la modernisation des infrastructures lorsque l\u2019exp\u00e9rience passager ne r\u00e9pond pas aux standards attendus.<\/p>\n\n<p>Le financement repose souvent sur des taxes de d\u00e9part ou des redevances a\u00e9roportuaires.<br\/>Et c\u2019est pr\u00e9cis\u00e9ment l\u00e0 que les tensions apparaissent :<\/p>\n\n<p>les compagnies a\u00e9riennes r\u00e9sistent \u00e0 toute hausse de co\u00fbts<br\/>les \u00c9tats doivent s\u00e9curiser des revenus pour rembourser les investissements<br\/>les passagers attendent des standards internationaux<\/p>\n\n<p>La strat\u00e9gie d\u2019infrastructure devient alors une question de r\u00e9partition des risques.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Le mod\u00e8le PPP des Bermudes : un financement 100 % priv\u00e9<\/strong><\/h2>\n\n<p>Le projet de modernisation de l\u2019a\u00e9roport des Bermudes constitue un cas d\u2019\u00e9cole en mati\u00e8re de partage structur\u00e9 des risques.<\/p>\n\n<p>Comme l\u2019a expliqu\u00e9 AECON :<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading\">\u201cA public-private partnership with an overarching government-to-government framework\u2026 to address specific risks and resilience requirements to underpin the 100% private financing of the capital program.\u201d <\/h3>\n<\/blockquote>\n\n<p>Ce mod\u00e8le permet de transf\u00e9rer l\u2019exposition initiale au capital hors des finances publiques. Mais il repose sur des conditions strictes :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>confiance dans le trafic \u00e0 long terme<\/li>\n\n\n\n<li>continuit\u00e9 de la gouvernance<\/li>\n\n\n\n<li>stabilit\u00e9 politique<\/li>\n\n\n\n<li>cr\u00e9dibilit\u00e9 des pr\u00e9visions<\/li>\n<\/ul>\n\n<p>Les partenariats public-priv\u00e9 r\u00e9duisent la pression budg\u00e9taire imm\u00e9diate, mais ne suppriment pas le risque. Ils le redistribuent. <\/p>\n\n<figure class=\"wp-block-image aligncenter size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"919\" height=\"1024\" src=\"https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/03\/10-919x1024.jpg\" alt=\"\" class=\"wp-image-21695\" srcset=\"https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/03\/10-919x1024.jpg 919w, https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/03\/10-269x300.jpg 269w, https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/03\/10-768x856.jpg 768w, https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/03\/10-1378x1536.jpg 1378w, https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/03\/10-1837x2048.jpg 1837w, https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/03\/10-1320x1472.jpg 1320w\" sizes=\"(max-width: 919px) 100vw, 919px\" \/><\/figure>\n\n<h2 class=\"wp-block-heading\"><strong>Continuit\u00e9 de la gouvernance : une faiblesse structurelle<\/strong><\/h2>\n\n<p>Dr. Rafael Echevarne, directeur g\u00e9n\u00e9ral d\u2019ACI-LAC, a mis en lumi\u00e8re un enjeu souvent sous-estim\u00e9 : la gouvernance.<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading\">Il a insist\u00e9 sur l\u2019importance de disposer d\u2019\u00e9quipes de gestion a\u00e9roportuaire capables de \u00ab survivre aux cycles politiques \u00bb, mettant en garde contre les changements fr\u00e9quents de direction apr\u00e8s les \u00e9lections.<\/h3>\n<\/blockquote>\n\n<p>Le financement des infrastructures s\u2019inscrit sur des horizons de 20 \u00e0 30 ans.<br\/>Les cycles politiques, eux, s\u2019\u00e9tendent sur 4 \u00e0 5 ans.<\/p>\n\n<p>Lorsque la gouvernance se r\u00e9initialise r\u00e9guli\u00e8rement, les march\u00e9s financiers int\u00e8grent cette instabilit\u00e9 dans leur perception du risque.<\/p>\n\n<p>Dans l\u2019a\u00e9rien, la cr\u00e9dibilit\u00e9 est une v\u00e9ritable monnaie.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Financer sans d\u00e9grader la comp\u00e9titivit\u00e9<\/strong><\/h2>\n\n<p>Hon. Collin James, CEO de l\u2019Antigua and Barbuda Tourism Authority, a soulign\u00e9 la n\u00e9cessit\u00e9 de diversifier les sources de revenus. <\/p>\n\n<p>Les a\u00e9roports ne peuvent plus d\u00e9pendre exclusivement des taxes sur les billets. <\/p>\n\n<p>Les revenus commerciaux \u2014 retail, concessions, partenariats de franchise \u2014 permettent de r\u00e9duire la pression sur les redevances a\u00e9ronautiques.<\/p>\n\n<p>Cependant, la taille du march\u00e9 reste une contrainte structurelle dans les \u00e9conomies insulaires.<br\/>Un a\u00e9roport de 3 \u00e0 4 millions de passagers ne peut pas reproduire la densit\u00e9 commerciale de hubs comme Duba\u00ef ou Singapour.<\/p>\n\n<p>Le mod\u00e8le doit \u00eatre dimensionn\u00e9 de mani\u00e8re r\u00e9aliste.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Alignement entre infrastructures et demande<\/strong><\/h2>\n\n<p>Kurt Menard, de la V.V.I. Airport Authority, a insist\u00e9 sur un point essentiel : l\u2019alignement strat\u00e9gique.<\/p>\n\n<p>Les sch\u00e9mas directeurs a\u00e9roportuaires doivent \u00eatre coh\u00e9rents avec les plans de d\u00e9veloppement nationaux.<\/p>\n\n<p>Sinon, les d\u00e9s\u00e9quilibres apparaissent :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>trop de si\u00e8ges pour trop peu de chambres<\/li>\n\n\n\n<li>trop de chambres pour une capacit\u00e9 a\u00e9rienne insuffisante<\/li>\n\n\n\n<li>des investissements qui deviennent sous-utilis\u00e9s<\/li>\n<\/ul>\n\n<p>Ce n\u2019est pas un probl\u00e8me th\u00e9orique.<br\/>C\u2019est une question d\u2019efficacit\u00e9 du capital.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Fragmentation et cadre r\u00e9glementaire<\/strong><\/h2>\n\n<p>Dr. Echevarne a \u00e9galement \u00e9voqu\u00e9 la fragmentation structurelle et r\u00e9glementaire dans la Cara\u00efbe, appelant \u00e0 une plus grande harmonisation pour faciliter les op\u00e9rations a\u00e9riennes.<\/p>\n\n<p>La fragmentation augmente les co\u00fbts de transaction.<br\/>Et ces co\u00fbts r\u00e9duisent la viabilit\u00e9 des routes.<\/p>\n\n<p>La connectivit\u00e9 d\u00e9pend autant de la coh\u00e9rence des politiques publiques que de l\u2019\u00e9conomie des compagnies a\u00e9riennes.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Les a\u00e9roports comme vitrines de destination<\/strong><\/h2>\n\n<p>Les conclusions du sommet ont rappel\u00e9 un point strat\u00e9gique :<\/p>\n\n<p><em>\u201cAirports are brand gateways and critical to visitor perception.\u201d <\/em><\/p>\n\n<p>Mais l\u2019image de marque ne suffit pas \u00e0 justifier des investissements lourds.<\/p>\n\n<p>Les infrastructures doivent \u00eatre :<br\/><\/p>\n\n<ul class=\"wp-block-list\">\n<li>financi\u00e8rement structur\u00e9es<\/li>\n\n\n\n<li>gouvern\u00e9es de mani\u00e8re stable<\/li>\n\n\n\n<li>align\u00e9es avec la demande<\/li>\n\n\n\n<li>ma\u00eetris\u00e9es en termes de co\u00fbts<\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\"><strong>Une transition structurelle en cours<\/strong><\/h2>\n\n<p>Les \u00e9changes du sommet r\u00e9v\u00e8lent une \u00e9volution profonde du mod\u00e8le d\u2019infrastructure :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>d\u2019une expansion dict\u00e9e par des logiques politiques<\/li>\n\n\n\n<li>vers un d\u00e9veloppement pilot\u00e9 par la discipline financi\u00e8re<\/li>\n\n\n\n<li>d\u2019un surdimensionnement financ\u00e9 par la fiscalit\u00e9<\/li>\n\n\n\n<li>vers des montages structur\u00e9s autour du risque<\/li>\n\n\n\n<li>d\u2019une gestion fragment\u00e9e<\/li>\n\n\n\n<li>vers une gouvernance professionnelle et continue<\/li>\n<\/ul>\n\n<p>Dans les \u00e9conomies insulaires, les d\u00e9cisions d\u2019infrastructure ne sont pas symboliques.<br\/>Elles sont existentielles.<\/p>\n\n<p>Et la prochaine phase du d\u00e9veloppement de la connectivit\u00e9 a\u00e9rienne dans la Cara\u00efbe d\u00e9pendra moins de l\u2019ambition \u2014 que de la discipline.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Lors du CTO Air Connectivity Summit, le d\u00e9bat sur les infrastructures a d\u00e9pass\u00e9 la simple question des terminaux et des pistes.
