L\u2019\u00e9v\u00e9nement a r\u00e9uni autorit\u00e9s portuaires r\u00e9gionales, dirigeants d\u2019armements, institutions de d\u00e9veloppement et experts maritimes afin d\u2019analyser les tendances du fret, la modernisation des infrastructures, la transformation num\u00e9rique, la transition \u00e9nerg\u00e9tique et la r\u00e9silience climatique dans le bassin carib\u00e9en et le nord de l\u2019Am\u00e9rique du Sud. <\/p>\n\n<p>Au-del\u00e0 des pr\u00e9sentations individuelles, la conf\u00e9rence a r\u00e9v\u00e9l\u00e9 une dynamique structurelle plus large. Le syst\u00e8me maritime carib\u00e9en ne se contente plus d\u2019une modernisation progressive. Il entre dans une phase d\u2019acc\u00e9l\u00e9ration, port\u00e9e par l\u2019expansion \u00e9nerg\u00e9tique, la pression r\u00e9glementaire, l\u2019exposition climatique et les d\u00e9fis de r\u00e9forme institutionnelle. <\/p>\n\n<h2 class=\"wp-block-heading\">La croissance \u00e9nerg\u00e9tique redessine le bassin nord<\/h2>\n\n<p>L\u2019un des signaux les plus tangibles pr\u00e9sent\u00e9s \u00e0 Paramaribo concerne les projections de volumes li\u00e9es au corridor \u00e9nerg\u00e9tique Guyana\u2013Suriname. Entre 2020 et 2024, le Guyana a enregistr\u00e9 une hausse de 77 % des volumes FCL, avec des projections indiquant une croissance cumul\u00e9e de +159 % sur la p\u00e9riode 2020\u20132028. Le Suriname, sur le m\u00eame horizon, devrait atteindre +69 %.  <\/p>\n\n<p>Les projections indiquent une progression annuelle soutenue d\u2019environ 10 % entre 2025 et 2028. Les volumes de vrac conventionnel (break bulk) au port Jules Sedney devraient \u00e9galement cro\u00eetre de mani\u00e8re r\u00e9guli\u00e8re jusqu\u2019en 2028. <\/p>\n\n<p>Ces chiffres sont directement li\u00e9s au d\u00e9veloppement p\u00e9trolier offshore et \u00e0 l\u2019expansion des cha\u00eenes logistiques associ\u00e9es. Il ne s\u2019agit pas d\u2019une volatilit\u00e9 conjoncturelle, mais d\u2019une transformation structurelle tir\u00e9e par l\u2019\u00e9nergie. L\u2019axe Guyana\u2013Suriname s\u2019affirme rapidement comme un corridor logistique majeur, influen\u00e7ant les flux maritimes dans le nord de l\u2019Am\u00e9rique du Sud et au-del\u00e0, dans l\u2019ensemble du bassin carib\u00e9en.   <\/p>\n\n<p>La question strat\u00e9gique n\u2019est plus de savoir si les volumes augmenteront, mais si les infrastructures portuaires, les r\u00e9seaux feeders et les cadres de gouvernance sont align\u00e9s avec cette acc\u00e9l\u00e9ration.<\/p>\n\n<h2 class=\"wp-block-heading\">Des goulets d\u2019\u00e9tranglement persistants malgr\u00e9 la croissance<\/h2>\n\n<p>Si les projections de fret t\u00e9moignent d\u2019une expansion, la connectivit\u00e9 intra-carib\u00e9enne demeure structurellement contrainte.<\/p>\n\n<p>Les discussions sur l\u2019int\u00e9gration maritime et multimodale ont mis en \u00e9vidence des limites de capacit\u00e9 persistantes dans les hubs de transbordement, la fragilit\u00e9 des r\u00e9seaux feeders et des d\u00e9ficits d\u2019infrastructure. La situation a \u00e9t\u00e9 r\u00e9sum\u00e9e lors de la conf\u00e9rence par une formule percutante : un navire, un jour, un goulet d\u2019\u00e9tranglement. <\/p>\n\n<p>Le syst\u00e8me maritime carib\u00e9en repose encore fortement sur un nombre restreint de configurations hub-and-spoke. \u00c0 mesure que les volumes augmentent, ce risque de concentration s\u2019accro\u00eet. Sans investissement dans l\u2019int\u00e9gration multimodale et la diversification des feeders, la croissance tir\u00e9e par l\u2019\u00e9nergie pourrait accentuer les congestions au lieu de les r\u00e9sorber.  <\/p>\n\n<p>La connectivit\u00e9 devient ainsi une variable structurelle de comp\u00e9titivit\u00e9, et non un simple enjeu logistique. <\/p>\n\n<h2 class=\"wp-block-heading\"><strong>La r\u00e9silience climatique devient un imp\u00e9ratif \u00e9conomique<\/strong><\/h2>\n\n<p>Les discussions sur le risque climatique ont \u00e9t\u00e9 abord\u00e9es sous un angle op\u00e9rationnel et financier. Mont\u00e9e du niveau de la mer, intensification des ouragans et \u00e9rosion c\u00f4ti\u00e8re ont \u00e9t\u00e9 pr\u00e9sent\u00e9es comme des r\u00e9alit\u00e9s structurelles devant \u00eatre int\u00e9gr\u00e9es dans les sch\u00e9mas directeurs portuaires. <\/p>\n\n<p>La planification de la r\u00e9silience est d\u00e9sormais inscrite dans des strat\u00e9gies d\u2019infrastructure \u00e0 long terme, projet\u00e9es vers 2050 et au-del\u00e0, combinant moteurs de march\u00e9, flexibilit\u00e9 des actifs et adaptation climatique. L\u2019enjeu \u00e9conomique a \u00e9t\u00e9 clairement exprim\u00e9 : toute interruption d\u2019infrastructure dans les ports carib\u00e9ens se traduit directement par des pertes de revenus, des perturbations commerciales et une vuln\u00e9rabilit\u00e9 accrue des territoires. <\/p>\n\n<p>Dans les petites \u00e9conomies insulaires o\u00f9 les ports jouent un r\u00f4le vital, la r\u00e9silience climatique n\u2019est plus un volet accessoire de la durabilit\u00e9. Elle constitue un imp\u00e9ratif op\u00e9rationnel et financier. Les co\u00fbts d\u2019assurance, les d\u00e9cisions d\u2019allocation de capital et les choix d\u2019itin\u00e9raires des armateurs int\u00e8grent d\u00e9sormais des crit\u00e8res de r\u00e9silience.  <\/p>\n\n<p>Les ports qui internalisent le risque climatique dans leur planification d\u2019investissement renforcent leur comp\u00e9titivit\u00e9 de long terme.<\/p>\n\n<h2 class=\"wp-block-heading\">La digitalisation progresse, la r\u00e9forme institutionnelle tarde<\/h2>\n\n<p>La transformation num\u00e9rique a occup\u00e9 une place centrale, notamment autour des Port Community Systems (PCS). Toutefois, le diagnostic r\u00e9gional reste contrast\u00e9. De nombreux ports d\u2019Am\u00e9rique latine et des Cara\u00efbes fonctionnent encore essentiellement comme des centres de manutention, sans vision int\u00e9gr\u00e9e de la cha\u00eene logistique. L\u2019adoption des smart ports demeure limit\u00e9e, les lacunes d\u2019interop\u00e9rabilit\u00e9 persistent et les contraintes financi\u00e8res ralentissent la modernisation.   <\/p>\n\n<p>L\u2019argument \u00e9conomique en faveur des PCS est pourtant solide. Les exemples internationaux cit\u00e9s incluent 59 millions de dollars d\u2019\u00e9conomies annuelles aux Pays-Bas, 13 millions en Jama\u00efque et 80 millions sur trois ans \u00e0 Singapour. N\u00e9anmoins, leur d\u00e9ploiement dans les Cara\u00efbes se heurte \u00e0 des obstacles de gouvernance et l\u00e9gislatifs : absence de m\u00e9canismes de participation obligatoire, pr\u00e9occupations li\u00e9es \u00e0 la protection des donn\u00e9es et complexit\u00e9 de l\u2019int\u00e9gration douani\u00e8re.  <\/p>\n\n<p>Le constat est structurel. Les outils num\u00e9riques ne peuvent compenser une gouvernance fragment\u00e9e. Sans harmonisation juridique et coordination institutionnelle, la digitalisation risque de rester une modernisation partielle plut\u00f4t qu\u2019une transformation syst\u00e9mique.  <\/p>\n\n<h2 class=\"wp-block-heading\">Les objectifs de d\u00e9carbonation red\u00e9finissent la planification<\/h2>\n\n<p>Les d\u00e9bats sur la d\u00e9carbonation ont \u00e9t\u00e9 ancr\u00e9s dans les objectifs r\u00e9glementaires internationaux. Les cibles \u00e9voqu\u00e9es comprennent une r\u00e9duction de 40 % des \u00e9missions de CO\u2082 par unit\u00e9 de transport d\u2019ici 2030, une baisse de 20 % des \u00e9missions totales de gaz \u00e0 effet de serre d\u2019ici 2030, 70 % d\u2019ici 2040 et la neutralit\u00e9 carbone \u00e0 l\u2019horizon 2050. Par ailleurs, au moins 5 %, avec un objectif de 10 %, de l\u2019\u00e9nergie utilis\u00e9e par le transport maritime international devrait provenir de technologies \u00e0 z\u00e9ro ou quasi-z\u00e9ro \u00e9missions d\u2019ici 2030.  <\/p>\n\n<p>Les projections \u00e9nerg\u00e9tiques indiquent que le GNL pourrait repr\u00e9senter 41 % de l\u2019\u00e9nergie maritime mondiale d\u2019ici 2050, notamment dans les segments conteneuris\u00e9s et croisi\u00e8re.<\/p>\n\n<p>Pour les Cara\u00efbes, l\u2019enjeu strat\u00e9gique oscille entre conformit\u00e9 et opportunit\u00e9. La r\u00e9gion dispose de ressources en gaz naturel \u00e0 Trinit\u00e9-et-Tobago, au Guyana et au Suriname, tandis que le potentiel de carburants issus de biomasse \u2014 algues, effluents organiques, d\u00e9chets \u2014 pourrait soutenir un \u00e9cosyst\u00e8me r\u00e9gional de carburants verts. <\/p>\n\n<p>La transition \u00e9nerg\u00e9tique influence d\u00e9j\u00e0 les commandes de navires, les investissements en alimentation \u00e9lectrique \u00e0 quai et la comp\u00e9titivit\u00e9 portuaire \u00e0 long terme.<\/p>\n\n<h2 class=\"wp-block-heading\">Un test d\u2019int\u00e9gration structurelle<\/h2>\n\n<p>Pris dans leur ensemble, les signaux issus de la CSA 2025 convergent vers une r\u00e9alit\u00e9 syst\u00e9mique. Les volumes de fret s\u2019acc\u00e9l\u00e8rent. L\u2019exposition climatique s\u2019intensifie. Les exigences de d\u00e9carbonation se renforcent. Les syst\u00e8mes num\u00e9riques progressent. Mais la fragmentation institutionnelle et les lacunes multimodales persistent.     <\/p>\n\n<p>Le secteur maritime carib\u00e9en \u00e9volue plus rapidement que son architecture institutionnelle.<\/p>\n\n<p>La CSA 2025 n\u2019a pas annonc\u00e9 une rupture brutale. Elle a mis en lumi\u00e8re un test strat\u00e9gique. Les ports capables d\u2019aligner croissance \u00e9nerg\u00e9tique, r\u00e9forme de gouvernance, r\u00e9silience climatique et int\u00e9gration num\u00e9rique consolideront leur leadership dans le bassin.
