Il a mis en lumi\u00e8re une r\u00e9alit\u00e9 plus profonde : dans la Cara\u00efbe, le d\u00e9fi de la connectivit\u00e9 n\u2019est plus une question de marketing de routes, mais d\u2019alignement \u00e9conomique. <\/p>\n\n<p>Derri\u00e8re les d\u00e9bats sur les taxes, les tarifs intra-r\u00e9gionaux et les flux touristiques se cache un enjeu structurel : la fragmentation augmente les co\u00fbts, affaiblit le pouvoir de n\u00e9gociation face aux compagnies a\u00e9riennes et fausse l\u2019allocation du capital \u00e0 l\u2019\u00e9chelle r\u00e9gionale.<\/p>\n\n<p>Comme l\u2019a r\u00e9sum\u00e9 un ministre lors du panel : <\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading has-text-align-left\">\u00ab Le principal concurrent de la Cara\u00efbe n\u2019est ni les \u00c9tats-Unis, ni l\u2019Europe, ni le Canada \u2014 c\u2019est notre propre fragmentation. \u00bb <\/h3>\n\n\n\n<p class=\"has-text-align-right\"><em><strong>\u2014 Grisha Heyliger-Marten, Vice-Premier ministre et ministre du Tourisme, des Affaires \u00e9conomiques, des Transports et des T\u00e9l\u00e9communications, Sint Maarten.<\/strong><\/em><\/p>\n<\/blockquote>\n\n<p>Cette d\u00e9claration ne relevait pas de la rh\u00e9torique. Elle traduisait une pr\u00e9occupation \u00e9conomique claire : les inefficiences g\u00e9n\u00e9r\u00e9es par le manque d\u2019harmonisation des politiques publiques entre juridictions insulaires. <\/p>\n\n<h2 class=\"wp-block-heading\"><strong>La fragmentation comme multiplicateur de co\u00fbts<\/strong><\/h2>\n\n<p>Plusieurs ministres ont reconnu que la r\u00e9gion fonctionne encore trop souvent en concurrence interne, plut\u00f4t qu\u2019en bloc coordonn\u00e9. Derri\u00e8re la diplomatie des \u00e9changes se dessinait une r\u00e9alit\u00e9 \u00e9conomique : r\u00e9gimes fiscaux disparates, structures de taxes incoh\u00e9rentes et cadres r\u00e9glementaires non align\u00e9s augmentent le risque des routes a\u00e9riennes. <\/p>\n\n<p>Les voyages intra-carib\u00e9ens demeurent disproportionnellement co\u00fbteux par rapport aux liaisons long-courrier. Un exemple frappant a \u00e9t\u00e9 cit\u00e9 : voler entre deux \u00eeles voisines peut co\u00fbter plus cher qu\u2019un billet vers l\u2019Am\u00e9rique du Nord. <\/p>\n\n<p>Mais le d\u00e9bat a d\u00e9pass\u00e9 la simple indignation tarifaire. Un ministre a soulign\u00e9 que la r\u00e9duction des taxes r\u00e9gionales dans son pays n\u2019avait pas g\u00e9n\u00e9r\u00e9 d\u2019augmentation significative du trafic.  <\/p>\n\n<blockquote class=\"wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading has-text-align-left\">\u00ab \u00c0 Sainte-Lucie, nous avons r\u00e9duit la taxe sur les voyages r\u00e9gionaux. Cela n\u2019a rien chang\u00e9. \u00bb <\/h3>\n\n\n\n<p class=\"has-text-align-right\"><strong><em>\u2014 Dr Ernest Hilaire, Vice-Premier ministre et ministre du Tourisme, du Commerce, de l\u2019Investissement, des Industries cr\u00e9atives et de la Culture, Sainte-Lucie.<\/em><\/strong><\/p>\n<\/blockquote>\n\n<p>La baisse des prix, \u00e0 elle seule, ne corrige pas une faiblesse structurelle de la demande. Sur le papier, le march\u00e9 est cons\u00e9quent. <\/p>\n\n<p>Mais les \u00e9changes minist\u00e9riels ont introduit une lecture plus fine : la mobilit\u00e9 n\u2019est pas automatique. La demande doit \u00eatre activ\u00e9e. <\/p>\n\n<p>Historiquement, le trafic r\u00e9gional reposait sur des moteurs pr\u00e9cis \u2014 tournois de cricket, mouvements de jeunesse, carnavals, \u00e9v\u00e9nements culturels. Lorsque ces dynamiques s\u2019affaiblissent, le trafic recule. <\/p>\n\n<p>Pour les compagnies a\u00e9riennes et les planificateurs de r\u00e9seaux, le d\u00e9bat glisse donc de la \u00ab taille de la population \u00bb vers l\u2019architecture de la demande. Sans strat\u00e9gie \u00e9v\u00e9nementielle coordonn\u00e9e, sans optimisation des fr\u00e9quences et sans stimulation pr\u00e9visible du trafic, les 44 millions restent un potentiel latent, non une demande bancable. <\/p>\n\n<p>La population ne garantit pas la stabilit\u00e9 du yield.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>La fiscalit\u00e9 comme facteur de risque route<\/strong><\/h2>\n\n<p>Un des sous-textes majeurs du sommet fut la reconnaissance que la connectivit\u00e9 d\u00e9pend autant des minist\u00e8res des Finances que de ceux du Tourisme.<\/p>\n\n<p>Taxes de d\u00e9part, redevances passagers, d\u00e9pendance budg\u00e9taire aux recettes a\u00e9riennes : une tension structurelle s\u2019installe.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Les gouvernements financent leurs infrastructures via la fiscalit\u00e9 a\u00e9rienne.<\/li>\n\n\n\n<li>Les compagnies recherchent des co\u00fbts ma\u00eetris\u00e9s et pr\u00e9visibles.<\/li>\n\n\n\n<li>Les passagers absorbent la volatilit\u00e9 tarifaire.<\/li>\n\n\n\n<li>La rentabilit\u00e9 des routes insulaires \u00e9troites se r\u00e9duit.<\/li>\n<\/ul>\n\n<p>L\u2019appel \u00e0 int\u00e9grer les ministres des Finances, les autorit\u00e9s douani\u00e8res et d\u2019immigration dans les discussions futures traduit une prise de conscience : la viabilit\u00e9 a\u00e9rienne ne peut rester sectoris\u00e9e.<\/p>\n\n<p>Pour les compagnies, l\u2019impr\u00e9visibilit\u00e9 fiscale accro\u00eet la prime de risque. Pour les a\u00e9roports, elle affecte l\u2019\u00e9lasticit\u00e9 du trafic. Pour les investisseurs, elle influence les rendements d\u2019infrastructure \u00e0 long terme.   <\/p>\n\n<p>La connectivit\u00e9 est, en r\u00e9alit\u00e9, une politique fiscale d\u00e9guis\u00e9e.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Concurrence ou pouvoir de n\u00e9gociation collectif ?<\/strong><\/h2>\n\n<p>La discussion autour d\u2019une pr\u00e9sence coordonn\u00e9e lors de forums comme ROUTES r\u00e9v\u00e8le un changement d\u2019approche. Des strat\u00e9gies d\u2019acquisition de routes fragment\u00e9es affaiblissent le levier de n\u00e9gociation face aux transporteurs globaux. <\/p>\n\n<p>Lorsque chaque \u00eele agit seule pour attirer des capacit\u00e9s, les incitations s\u2019intensifient, le risque est socialis\u00e9 et l\u2019alignement se dilue.<\/p>\n\n<p>Plusieurs intervenants ont sugg\u00e9r\u00e9 qu\u2019un message collectif et des cadres de donn\u00e9es standardis\u00e9s pourraient renforcer la cr\u00e9dibilit\u00e9 r\u00e9gionale. Pour les compagnies \u00e9valuant des march\u00e9s fins, la pr\u00e9visibilit\u00e9 r\u00e9duit la perception de volatilit\u00e9. <\/p>\n\n<p>L\u2019alignement renforce le pouvoir de n\u00e9gociation.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>D\u00e9pendance aux incitations et allocation du risque<\/strong> <\/h2>\n\n<p>Le sommet a \u00e9galement r\u00e9examin\u00e9 la d\u00e9pendance r\u00e9gionale aux incitations pour attirer des capacit\u00e9s a\u00e9riennes. Si les Minimum Revenue Guarantees ont permis de s\u00e9curiser certaines liaisons, plusieurs interventions ont soulign\u00e9 la n\u00e9cessit\u00e9 d\u2019en \u00e9valuer l\u2019impact structurel. <\/p>\n\n<p>Comme cela a \u00e9t\u00e9 exprim\u00e9 lors des discussions :<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading has-text-align-left\">\u00ab Les garanties de revenus minimum transf\u00e8rent l\u2019int\u00e9gralit\u00e9 du risque vers la destination. \u00bb <\/h3>\n\n\n\n<p class=\"has-text-align-right\"><strong><em>\u2014 Colin James, directeur g\u00e9n\u00e9ral, Antigua and Barbuda Tourism Authority<\/em><\/strong><\/p>\n<\/blockquote>\n\n<p>Dans des \u00e9conomies insulaires op\u00e9rant sur des march\u00e9s \u00e9troits, cette concentration du risque sur les finances publiques soul\u00e8ve des questions fondamentales. Si le trafic ne r\u00e9pond pas aux attentes, l\u2019exposition financi\u00e8re n\u2019est pas support\u00e9e par la compagnie a\u00e9rienne, mais par la destination. Dans une r\u00e9gion o\u00f9 l\u2019espace budg\u00e9taire demeure limit\u00e9, ce mod\u00e8le alimente le d\u00e9bat sur la soutenabilit\u00e9 \u00e0 long terme et la d\u00e9pendance aux incitations.  <\/p>\n\n<p>Le sommet n\u2019a pas annonc\u00e9 de r\u00e9formes majeures. Mais le ton des \u00e9changes marque un seuil de maturit\u00e9. <\/p>\n\n<p>Plut\u00f4t que de c\u00e9l\u00e9brer une unit\u00e9 carib\u00e9enne id\u00e9alis\u00e9e, les ministres ont questionn\u00e9 ouvertement certaines hypoth\u00e8ses :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>La baisse des taxes stimule-t-elle automatiquement la mobilit\u00e9 ?<\/li>\n\n\n\n<li>La demande intra-r\u00e9gionale est-elle surestim\u00e9e ?<\/li>\n\n\n\n<li>Qui b\u00e9n\u00e9ficie r\u00e9ellement du positionnement haut de gamme ?<\/li>\n\n\n\n<li>Comment la valeur circule-t-elle dans les petites \u00e9conomies insulaires ?<\/li>\n<\/ul>\n\n<p>Le discours \u00e9volue vers une analyse structurelle.<\/p>\n\n<p>La connectivit\u00e9 a\u00e9rienne n\u2019est plus pr\u00e9sent\u00e9e comme un simple outil de promotion touristique. Elle est d\u00e9sormais reconnue comme une infrastructure \u00e9conomique, intimement li\u00e9e \u00e0 la politique fiscale, \u00e0 l\u2019allocation du capital et \u00e0 la comp\u00e9titivit\u00e9 r\u00e9gionale. <\/p>\n\n<p>Comme l\u2019a rappel\u00e9 \u00e9t\u00e9 rappel\u00e9 durant le d\u00e9bat :<\/p>\n\n<blockquote class=\"wp-block-quote has-text-align-center is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading has-text-align-left\">\u00ab Le transport au sein de la r\u00e9gion est un imp\u00e9ratif strat\u00e9gique dans lequel les gouvernements doivent investir. \u00bb<\/h3>\n\n\n\n<p class=\"has-text-align-right\"><strong><em>\u2014 Dr Ernest Hilaire, vice-premier ministre et ministre du Tourisme, du Commerce, de l&rsquo;Investissement, des Industries cr\u00e9atives et de la Culture de Sainte-Lucie<\/em><\/strong><\/p>\n<\/blockquote>\n\n<p>Ce repositionnement fait basculer le d\u00e9bat du registre promotionnel vers celui de la politique \u00e9conomique.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Un point d\u2019inflexion strat\u00e9gique<\/strong><\/h2>\n\n<p>Pour les compagnies a\u00e9riennes, les a\u00e9roports et les investisseurs, les implications sont claires :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>La fragmentation a un co\u00fbt mesurable.<\/li>\n\n\n\n<li>Le d\u00e9salignement fiscal accro\u00eet la volatilit\u00e9.<\/li>\n\n\n\n<li>La stimulation de la demande n\u00e9cessite une architecture coordonn\u00e9e.<\/li>\n\n\n\n<li>L\u2019int\u00e9gration r\u00e9gionale suppose des r\u00e9formes structurelles, pas des d\u00e9clarations symboliques.<\/li>\n<\/ul>\n\n<p>L\u2019\u00e9cosyst\u00e8me a\u00e9rien carib\u00e9en semble approcher un point d\u2019inflexion.
