Derri\u00e8re l\u2019annonce institutionnelle, l\u2019int\u00e9r\u00eat r\u00e9el de l\u2019op\u00e9ration tient \u00e0 ce qu\u2019elle permet d\u2019observer : non pas un simple entra\u00eenement, mais un test grandeur nature de la capacit\u00e9 de r\u00e9action face \u00e0 un accident p\u00e9trolier en mer. Le sc\u00e9nario simulait en effet un p\u00e9trolier en difficult\u00e9 g\u00e9n\u00e9rant une pollution au large des c\u00f4tes, situation typique des crises maritimes majeures.   <\/p>\n\n<h2 class=\"wp-block-heading\">Un exercice de niveau maximal pour une crise majeure<\/h2>\n\n<p>POLMAR 26 a \u00e9t\u00e9 <strong>class\u00e9 niveau 3<\/strong>, soit le niveau d\u2019intervention le plus \u00e9lev\u00e9 dans la gradation des op\u00e9rations maritimes de secours. Cette cat\u00e9gorie correspond \u00e0 des situations mobilisant de nombreux moyens humains et techniques sur une dur\u00e9e potentiellement longue. Dans ce cadre, une \u00e9quipe de gestion de <strong>crise a \u00e9t\u00e9 activ\u00e9e en pr\u00e9fecture<\/strong>, charg\u00e9e de coordonner l\u2019ensemble des moyens a\u00e9riens, terrestres et maritimes engag\u00e9s.   <\/p>\n\n<p><br\/>Un tel dispositif d\u00e9passe largement le cadre d\u2019un exercice technique : il s\u2019agit d\u2019un test de commandement, de circulation de l\u2019information et de prise de d\u00e9cision en environnement contraint, conditions qui d\u00e9terminent l\u2019efficacit\u00e9 r\u00e9elle d\u2019une r\u00e9ponse en cas d\u2019accident maritime. <\/p>\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/02\/IMG_2434-1024x683.jpeg\" alt=\"\" class=\"wp-image-20507\" srcset=\"https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/02\/IMG_2434-1024x683.jpeg 1024w, https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/02\/IMG_2434-300x200.jpeg 300w, https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/02\/IMG_2434-768x512.jpeg 768w, https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/02\/IMG_2434-1536x1024.jpeg 1536w, https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/02\/IMG_2434-1320x880.jpeg 1320w, https:\/\/www.latitude-15.com\/wp-content\/uploads\/2026\/02\/IMG_2434.jpeg 1800w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<h2 class=\"wp-block-heading\">Une coordination interservices au c\u0153ur du dispositif<\/h2>\n\n<p>L\u2019exercice a mobilis\u00e9 simultan\u00e9ment des acteurs militaires, civils et scientifiques, illustrant la doctrine fran\u00e7aise d\u2019action de l\u2019\u00c9tat en mer. Ont notamment \u00e9t\u00e9 engag\u00e9s la Marine nationale, la SNSM, le CROSS Antilles-Guyane, le CEPPOL, le CEDRE, la direction de la mer, le parc naturel marin de Martinique et l\u2019escouade de r\u00e9serve c\u00f4ti\u00e8re.  <\/p>\n\n<p>L\u2019ensemble de ces moyens op\u00e8re sous l\u2019autorit\u00e9 unique du pr\u00e9fet de Martinique, qui agit en tant que directeur des op\u00e9rations de secours en mer. Cette centralisation du commandement constitue l\u2019un des piliers de l\u2019efficacit\u00e9 du syst\u00e8me : elle limite les conflits de comp\u00e9tences, acc\u00e9l\u00e8re les d\u00e9cisions et garantit la coh\u00e9rence tactique. <\/p>\n\n<p>Sur le plan op\u00e9rationnel, POLMAR 26 a permis de d\u00e9ployer des moyens navals et mat\u00e9riels repr\u00e9sentatifs d\u2019une intervention r\u00e9elle. Le b\u00e2timent de soutien et d\u2019assistance outre-mer <strong>Dumont d\u2019Urville<\/strong> et deux vedettes de la SNSM ont notamment mis en \u0153uvre des chaluts <strong>antipollution THOMSEA<\/strong>, un \u00e9quipement pr\u00e9sent\u00e9 comme distinct des barrages hauturiers classiques.  <\/p>\n\n<p>La pollution simul\u00e9e a \u00e9t\u00e9 mat\u00e9rialis\u00e9e par de la fluoresc\u00e9ine verte, une substance biod\u00e9gradable et non toxique utilis\u00e9e comme traceur visuel afin de reproduire la d\u00e9rive d\u2019une nappe polluante sans impact environnemental. Cette approche permet de tester la d\u00e9tection, le suivi et le confinement d\u2019une pollution dans des conditions proches du r\u00e9el. <\/p>\n\n<h2 class=\"wp-block-heading\">ORSEC maritime, colonne vert\u00e9brale de la r\u00e9ponse<\/h2>\n\n<p>L\u2019exercice s\u2019inscrit dans le cadre du <strong>dispositif ORSEC maritime Antilles<\/strong>, qui d\u00e9finit l\u2019organisation g\u00e9n\u00e9rale des secours en mer en fonction des risques identifi\u00e9s. Ce dispositif couvre trois types d\u2019\u00e9v\u00e9nements : la recherche et le sauvetage de personnes, l\u2019assistance aux navires en difficult\u00e9 et la lutte contre les pollutions marines.  <\/p>\n\n<p>\u00c9volutif et r\u00e9guli\u00e8rement \u00e9prouv\u00e9 par des exercices ou des crises r\u00e9elles, ce syst\u00e8me repose sur une analyse continue des risques et sur une architecture de commandement clairement d\u00e9finie. La mobilisation simultan\u00e9e de moyens sp\u00e9cialis\u00e9s, la coordination interservices et la mise en situation r\u00e9aliste permettent d\u2019\u00e9valuer la robustesse des proc\u00e9dures et la r\u00e9activit\u00e9 des \u00e9quipes. Pour les op\u00e9rateurs maritimes, les autorit\u00e9s portuaires, les assureurs ou les exploitants offshore, ce type d\u2019exercice constitue un signal important : il atteste de l\u2019existence d\u2019une capacit\u00e9 institutionnelle structur\u00e9e capable de r\u00e9pondre \u00e0 un incident majeur.  <\/p>\n\n<p>POLMAR 26 ne se limite pas \u00e0 une d\u00e9monstration de moyens. Il illustre le fonctionnement r\u00e9el d\u2019un syst\u00e8me de gestion de crise maritime fond\u00e9 sur la coordination, la sp\u00e9cialisation et l\u2019anticipation des risques.
