L\u2019estimation d\u2019environ <strong>55 milliards USD \u00e0 l\u2019horizon 2040<\/strong>, r\u00e9guli\u00e8rement cit\u00e9e dans les travaux institutionnels, entre aujourd\u2019hui en r\u00e9sonance avec des tensions bien r\u00e9elles observ\u00e9es sur les cha\u00eenes logistiques r\u00e9gionales.<\/p>\n\n\n\n<p>Cette estimation s\u2019appuie notamment sur les analyses de la <strong>CAF<\/strong>, qui pointent un <strong>d\u00e9ficit structurel de capacit\u00e9 conteneuris\u00e9e<\/strong> susceptible d\u2019atteindre plus de <strong>113 millions de TEU d\u2019ici 2040<\/strong>, si les investissements ne suivent pas le rythme de croissance des \u00e9changes. \u00c0 ce stade, l\u2019enjeu n\u2019est plus seulement de moderniser les infrastructures, mais d\u2019\u00e9viter une d\u00e9gradation progressive de la comp\u00e9titivit\u00e9 logistique r\u00e9gionale.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Une capacit\u00e9 portuaire sous pression, au-del\u00e0 des projections<\/h2>\n\n\n\n<p>Les donn\u00e9es de la Banque interam\u00e9ricaine de d\u00e9veloppement montrent que <strong>pr\u00e8s de 77 % du trafic conteneuris\u00e9 r\u00e9gional<\/strong> transite aujourd\u2019hui par des ports exploit\u00e9s sous partenariats public-priv\u00e9. Ce mod\u00e8le a permis des gains d\u2019efficacit\u00e9 notables, mais il op\u00e8re d\u00e9sormais dans un environnement beaucoup plus contraint.<\/p>\n\n\n\n<p>Les \u00e9v\u00e9nements r\u00e9cents ont agi comme un r\u00e9v\u00e9lateur. Les <strong>restrictions de passage au canal de Panama<\/strong> mises en place en 2023 et 2024, li\u00e9es \u00e0 une s\u00e9cheresse prolong\u00e9e, ont entra\u00een\u00e9 une r\u00e9duction du nombre de transits quotidiens et une priorisation accrue des navires selon leur tirant d\u2019eau et leur valeur commerciale. Pour les armateurs, ces arbitrages se sont traduits par des <strong>allongements de temps de transit<\/strong>, des ajustements de routes et, dans certains cas, des reports vers des ports alternatifs.<\/p>\n\n\n\n<p>Ces perturbations ont eu un effet imm\u00e9diat sur plusieurs plateformes portuaires de la r\u00e9gion, d\u00e9j\u00e0 proches de leurs seuils de capacit\u00e9. Elles illustrent une r\u00e9alit\u00e9 d\u00e9sormais difficile \u00e0 ignorer : <strong>la marge op\u00e9rationnelle du syst\u00e8me portuaire latino-am\u00e9ricain est limit\u00e9e<\/strong>, et les chocs climatiques ou logistiques tendent \u00e0 produire des effets en cha\u00eene rapides. Les analyses r\u00e9centes de l\u2019UNCTAD soulignent d\u2019ailleurs que ces ph\u00e9nom\u00e8nes ne sont plus exceptionnels, mais appel\u00e9s \u00e0 se multiplier dans un contexte de changement climatique et de volatilit\u00e9 accrue des \u00e9changes mondiaux.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Mexique, Br\u00e9sil, Panama : des hubs devenus points de fragilit\u00e9<\/h2>\n\n\n\n<p>Les \u00e9tudes de r\u00e9f\u00e9rence identifient clairement le <strong>Mexique, le Br\u00e9sil et le Panama<\/strong> comme des priorit\u00e9s d\u2019investissement \u00e0 court et moyen terme. Ce constat ne rel\u00e8ve pas uniquement d\u2019un poids statistique. Ces pays concentrent une part essentielle des flux r\u00e9gionaux et jouent un r\u00f4le de <strong>n\u0153uds logistiques<\/strong> entre l\u2019Am\u00e9rique latine, l\u2019Am\u00e9rique du Nord, l\u2019Europe et l\u2019Asie.<\/p>\n\n\n\n<p>Cette concentration cr\u00e9e un effet de levier, mais aussi un risque syst\u00e9mique. Lorsque l\u2019un de ces hubs conna\u00eet une saturation prolong\u00e9e, une contrainte op\u00e9rationnelle ou une perturbation climatique, <strong>l\u2019impact se diffuse rapidement<\/strong> vers les cha\u00eenes d\u2019approvisionnement r\u00e9gionales. Les ports secondaires, souvent moins \u00e9quip\u00e9s ou moins connect\u00e9s \u00e0 leurs hinterlands, peinent \u00e0 absorber durablement ces reports de trafic.<\/p>\n\n\n\n<p>Dans ce contexte, la question des investissements ne se limite pas \u00e0 l\u2019augmentation des capacit\u00e9s portuaires stricto sensu. Elle renvoie aussi \u00e0 la <strong>qualit\u00e9 des connexions terrestres<\/strong>, \u00e0 la fluidit\u00e9 des corridors logistiques et \u00e0 la capacit\u00e9 des ports \u00e0 s\u2019inscrire dans des r\u00e9seaux multimodaux r\u00e9silients. Les projets portuaires, majoritairement des op\u00e9rations de modernisation ou d\u2019extension d\u2019infrastructures existantes, n\u00e9cessitent des d\u00e9lais longs, des arbitrages contractuels complexes et une forte coordination public-priv\u00e9.<\/p>\n\n\n\n<p>Les tensions observ\u00e9es ces derni\u00e8res ann\u00e9es montrent que le calendrier est devenu un facteur critique. \u00c0 d\u00e9faut d\u2019une acc\u00e9l\u00e9ration ma\u00eetris\u00e9e, le risque n\u2019est pas seulement une saturation ponctuelle, mais une <strong>\u00e9rosion progressive de la fiabilit\u00e9 logistique r\u00e9gionale<\/strong>, avec des cons\u00e9quences directes sur la comp\u00e9titivit\u00e9 des \u00e9conomies latino-am\u00e9ricaines.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Une trajectoire d\u00e9j\u00e0 engag\u00e9e<\/strong><\/h3>\n\n\n\n<p>Les travaux convergent sur un point : les <strong>55 milliards USD d\u2019investissements portuaires identifi\u00e9s<\/strong> ne constituent pas une ambition th\u00e9orique \u00e0 long terme, mais un <strong>seuil minimal<\/strong> pour absorber des contraintes d\u00e9j\u00e0 visibles.
